After look into this painting further, I have discovered it is a hand painted modernist scene of the ‘Evening Lights of Hong Kong Harbour’ oil on velvet by Yin Wan Leung. This is one of his signed pieces - as per the bottom left corner) Wan Yin Leung is a Chinese Asian Modern & Contemporary painter who was born in 1960. Wan Yin Leung's work has been offered at auction multiple times (Ref Mutual Art)
